Republic Bank has the Honors Plus and Fresh Start accounts that they will open for practically anyone. They use Chexsystems, but will still offer one of these accounts even if you have been reported.
River City Bank uses credit check instead of Chexsystems and are pretty lenient on requirements.
Woodforest Bank (inside Walmarts) will also open a regular checking account for pretty much everyone.
